This change has been most apparent in the areas of activity that were at the heart of the pioneering vision of the Internet – not least community, knowledge and learning. It examines the quality of lifelong learning in 35 European countries in four central areas: skills, competencies and attitudes, access and participation, resources for lifelong learning and strategies and systems.
